In a large mixing bowl, mix milk, mayonnaise, and 2 1/4 cups of flour. Knead until dough cleans sides of bowl. If dough is wet, add more flour until dough comes together and is no longer sticky.
Pinch and roll small balls of dough to form rolls. Place rolls on a greased or lined baking sheet.
Bake rolls at 375° for 8-10 minutes.
